Gulf Coast J/30 Fleet Constitution
Article I -- Name
The name of the organization shall be the Gulf Coast J/30 Fleet.
Article II -- Purpose
The purpose of this organization shall be to develop and promote interest
in the J/30 as a racing and cruising boat, to develop, maintain and
monitor One Design Racing Rules and Specifications for the class on
the Gulf Coast, and to coordinate cruising and social activities among
members.
Article III -- Organization and Government
a. Officers; The elected officers of the Fleet shall consist of at
least the Fleet Captain and the Vice Fleet Captain. The Fleet Captain
shall have the option of holding elections for a Secretary, Treasurer,
and a Measurer. In the event that positions for Secretary, Treasurer
and Measurer is not fulfilled, Fleet Captain and Vice Fleet Captain
will retain those responsibilities.
b. Terms of office; The officers shall be elected at the annual meeting
to serve until the following annual meeting or until their successors
are elected at a special meeting by a vote of a majority of the good
standing members of the Fleet.
c. Committees;
1) The Governing Committee: The Governing Committee shall consist
of the Fleet officers, one at-large member and the immediate past
Fleet Captain.
2) Other Standing Committees: Other standing committees shall be
the Nominating Committee, the Social Committee and the Committee
on One-Design Rules and Specifications.
Article IV -- Funds and Dues
a. Annual dues shall be determined by the membership at the annual
meeting. The Governing Committee shall recommend the amount of the
annual dues.
b. No salary is to be paid and no distribution of earnings or equity
is to be made to any member or officer.
c. In the event of dissolution, all remaining assets shall be distributed
to such nonprofit organization devoted to sailing and racing on the
Gulf Coast as the membership shall determine.
Article V -- Membership
a. All owners, co-owners and a bona fide charter of J/30s that comply
with the One-Design Racing Rules and Specifications, shall be eligible
to become Members of the Fleet.
b.Voting membership in the Gulf Coast J/30 Fleet shall be extended
to anyone listed in Article V(a) upon payment of dues. However, in
all matters requiring representation and voting, each boat shall be
limited to a single vote. The term of membership shall be January
1 to December 31 of the year for which dues have been paid.
c. Membership may be refused or revoked should a member fail to maintain
compliance with the requirements of Article V(a).
d. The Fleet may accept as Associate Members other persons interested
in the J/30 class, but no associate member shall be entitled to representation
on voting. Voting members shall automatically revert to associate
members when they are no longer owner of a J/30. Associate members
shall not be elected to office. However, if an officer becomes an
associate member, he shall retain his office for his elected term.
e. Honorary Membership may be conferred upon any person by a majority
vote at an annual or special meeting for a specified term of years
or for life. Such membership shall be conferred only in recognition
of outstanding service to the Fleet or for other reasons that the
membership considers to be good and sufficient. Honorary members shall
have no vote.
Article VI -- Amendments
a. This Constitution amended by a plurality of at least 30 percent
of the members voting at the annual meeting. Amendments may be proposed
by the Governing Committee or by a petition signed by not less than
25% of the members of the Fleet.
b. The
J/30 One-Design Racing Rules and Specifications
(J/30ODR&S)
for the purposes of the Gulf Coast fleet may be amended in the Bylaws.
Amendments to the J/30ODR&S
shall be effective for the up coming racing season and remain in effect
until conferred upon at the next annual meeting
c. Bylaws may be added, altered, amended, or revoked by a majority
vote on a motion duly made at the annual meeting, provided that prior
notice of such intended action shall have been communicated to the
membership at least 10 days in advance of the meeting. Communication
methods may include email.
